Interpretation of measures for food security in Fujian Province

Recently, governor Tang Dengjie signed the order No. 209 of the Fujian Provincial People's government and promulgated the measures for food security of Fujian Province (hereinafter referred to as the measures). The relevant issues are interpreted as follows.

   1、 The necessity of formulating the measures

Fujian is a typical food shortage province with more people and less land. It is a heavy task to ensure food security. In order to fully implement the national food security strategy, strengthen the macro-control of grain, adapt to the new situation and new requirements of the current grain circulation work, effectively regulate the order of grain production, circulation and consumption, effectively safeguard the legitimate rights and interests of grain producers, operators and consumers, and implement the comprehensive coordinated and sustainable food security responsibility mechanism, it is urgent to further compact it from the legislative level All levels of grain security departments at all levels should enhance their ability to ensure food security.

   2、 On the management system of food security

In order to establish and improve the food security management system in which all departments perform their responsibilities, work together, and social subjects participate in the management system, the measures have made provisions in the following three aspects: first, implement the responsibility system of the chief executive of food security, and require the provincial people's government to regularly assess the responsibility system for food security of the Municipal People's governments divided into districts The second is to make sure that the grain administrative departments, other relevant departments, township (town) people's governments and sub district offices do a good job of food security in accordance with their respective responsibilities (Article 4); the third is to widely carry out publicity and education on cherishing and saving grain to improve the sense of food security of the whole society Knowledge. The canteens of catering enterprises and units should strengthen the propaganda against the waste of grain and take measures to guide the saving of meals. Citizens should enhance their awareness of grain conservation and develop healthy and economical grain consumption habits (Article 5).

   3、 On food production security

Food production security is the basic link of food security. In order to strengthen the source control and ensure the effective supply of grain, the measures have made provisions in the following five aspects: first, the people's governments at or above the county level are required to formulate grain production guidance according to local conditions, organize the construction and protection of rice production functional areas, improve the comprehensive grain production capacity and stabilize the grain sown area (Article 7); second, implement the most stringent farming The third is to strengthen the monitoring of soil quality and irrigation water quality of grain producing areas, control the discharge of pollutants, strengthen the supervision of pollution sources, production and application of pesticides, and promote the safe use, treatment and restoration of Contaminated Farmland (Article 9); and the fourth is to strengthen the monitoring of soil quality and irrigation water quality in grain production areas The fifth is to strengthen the guidance and service for the main body of grain production and operation (Article 11).

   4、 On the security of grain circulation

In order to regulate the order of grain circulation and ensure the safe and orderly circulation of grain, the measures have made provisions in the following four aspects: first, to support the development of grain industry, to innovate the development mode of grain industry, to support the business entities to establish stable production and marketing cooperative relations with major grain producing areas, and to support the establishment of projects related to grain industry, land use, technological transformation and funds, In terms of tax, electricity and other aspects, we should give preferential treatment in accordance with relevant provisions (Article 13); second, we should strengthen the construction and protection of grain circulation infrastructure, guide and support social forces to invest in the construction of grain circulation infrastructure (Article 14); third, regulate the purchase, storage, transportation, processing and sales of grain operators (Articles 16 to 20); and fourth, implement grain ration marketing The sales recall system specifies that the grain is forbidden to be sold as ration under five circumstances (Article 21). For the grain prohibited to be sold as ration, the grain operator shall immediately stop selling the grain that has been sold and deal with it in accordance with the relevant provisions. At the same time, the recall and handling situation shall be reported to the market supervision and administration department and grain administrative department of the local people's government at the county level (Article 22).

   5、 On the security of grain reserves

As an important means of grain price adjustment and reserve, grain price is an important way to deal with emergencies. In order to ensure the safety of grain reserves, the measures have made provisions in the following six aspects: first, improve the local grain reserve system, and the people's governments at or above the county level shall, in accordance with the grain reserve scale determined by the provincial people's government, timely and fully implement the local Grain Reserve (Article 23); second, implement the responsibility, reserve and management at different levels among provinces, cities divided into districts and counties (cities and districts) Third, no unit or individual may use the local grain reserve without authorization, except under special circumstances and with the approval of the local people's government at the corresponding level; the people's government at a higher level may instruct the people's government at a lower level to use the local grain reserve according to the grain regulation and emergency needs( Fourth, the quality of local grain reserves should meet the national grain quality standards and food safety standards and meet the specified quality requirements (Article 26); the fifth is to clarify the responsibilities of local grain reserve enterprises, strengthen the daily storage management, standardize the warehouse management behavior, improve the overall quality of grain security team, improve the level of warehouse management, and install according to regulations The sixth is to guide and encourage the social grain storage. Under special circumstances, the grain administrative department of the provincial people's Government shall put forward the standards and specific implementation time of minimum and maximum inventory for grain enterprises (Article 28).

   6、 On food regulation and security

In order to effectively respond to food security emergencies and properly handle food emergency regulation, the measures have made provisions in the following three aspects: first, establish an early warning mechanism for food supply security, monitor and analyze the grain market (Article 30); second, establish a food risk fund and strengthen supervision (Article 31); third, formulate and implement food security Emergency plan; when the supply and demand of grain market fluctuates abnormally due to emergencies, the people's government at or above the county level shall start the grain emergency plan in time according to the prescribed procedures and report to the people's government at the higher level; after the emergency plan is launched, the relevant government departments shall perform their duties according to the requirements and take corresponding measures in time to increase market supply, stabilize grain prices and ensure grain supply (art 34 and 35).

   7、 On food supervision and security

In order to improve the food quality and safety guarantee system and implement the supervision responsibility of grain quality and safety, the measures have made provisions from the following five aspects: first, establish a food quality and safety traceability system and a long-term mechanism for the disposal of over standard grain, strengthen the monitoring of regional grain pollution, and dispose of the grain that does not meet the food safety standards according to the relevant provisions, and prohibit it from flowing into the ration market (Article 38); second, we will improve the grain inventory inspection system, and the grain administrative departments, together with relevant departments, will inspect the quantity, quality and storage safety of grain in stock, as well as policy subsidies and grain reserve loans (Article 39); third, we will strengthen the construction of grain quality monitoring capacity, and equip them with food quality and safety inspection and law enforcement equipment; and the necessary and reasonable requirements will be met The expenses shall be included in the financial budget of the same level (Article 40); the fourth is to standardize the supervision and inspection behavior, and the supervision and inspection of the food quality and safety supervisors shall not affect the normal business activities of the inspected objects; no unit or individual shall refuse, obstruct or interfere with the supervisors' performance of their duties in accordance with the law (Article 41); and the fifth is to establish and improve the joint incentive and joint punishment for dishonesty Give up the system and accelerate the construction of the credit system for grain enterprises (Article 42).
